No signal problem in a 32' LCD monitor(DELL)?

I am an electrician. I do not renew damaged LCD monitors. I put my hand on a monitor 32 "LCD (Dell). Her problem is that the signal is nt coming but RGB is workin.

I'm using a 32" Visio 720p LCD tv as my computer monitor for a Dell Inspiron 530s, good choice tv pc combo?

You may run into issues getting the due resolution for that LCD. I believe Visio has a VGA cable, so it may be possible, but I urge you check your graphics card to see if it can handle resolution for that finicky monitor.
